88/00 MINUTES OF THE LAST MEETINGS

Minutes of the meeting held on 13 June2000 and planning meeting held on 19 June 2000, having been circulated were taken as read, agreed by the Councillors, and signed by the Chairman.

89/00 MATTERS ARISING FROM THE ABOVE MINUTES

  1. As the weeds at Wash Water were now 6ft high Councillor Mrs Sue Roberts asked the Clerk to contact Steve Goodall at HCC Highways and draw his attention to the need of a landscaping policy for the area.
  2. Councillor Farmer (footpaths officer) had no opportunity during the last four weeks to see if footpath 34 had been reinstated. He will now check, and if this has not been done, advise the Clerk who will again contact Mr Johnn.
  3. Councillor Mrs Roberts has had difficulty in finding the footpath close to the Newbury bypass which was reported by a parishioner as being impassable. Councillor Farmer was requested to contact the parishioner, Mr M Collins and obtain positive identification.
  4. AT THIS POINT THERE WAS A BRIEF ADJOURNMENT AS A PARISHIONER OBSERVER INDICATED THAT HE COULD IDENTIFY THE ROUTE IN QUESTION, AND THIS WAS DISCUSSED.

  5. The Clerk confirmed that the correspondence received from the Charity Commissioners, concerning the Trust Deed for the village hall, had been passed to the Management Committee. The Committee Chairman had agreed to supply copies of minutes of meetings to the Parish Council. Councillor Worth had nothing to report as a planned meeting of the Steering Committee (new village hall) had been cancelled.

  7. Mr Peter Bigby, the Forestry Warden had attended the Local Heritage Initiative Workshop and his notes from the meeting were available for Councillors.
  8. Councillor Mrs Roberts (environmental officer) has instigated the first workshop for the Tree Survey with Mr Peter Bigby and Mr John Hanratty. This will meet on Wednesday 12 July.
  9. Councillor Farmer wished it to be recorded that regarding Highways matters, he had voted against the Council's decision to continue to pursue overall traffic calming rather than push for 30MPH along the A343. He stated that he would continue to pursue this objective as noise from the road was intolerable and he considered that traffic calming would not be implemented for 3 to 4 years.
  10. The Clerk was asked to forward to County Councillor John Wall, the report of Councillor Farmer's meeting with Steve Goodall of HCC Highways. The Clerk has already sent a copy to Mr Steve Goodall and requested removal of the sign on the A303 directing traffic to Newbury via the A343.

    The Chairman reminded Councillor Farmer that £2000 had been set aside for Traffic Calming and a further £4000 was available jointly from the District and County Councils. The project was imminent and not 3-4 years in the future. The Clerk has been advised by Jim Souter that drawings will soon be sent to the Parish Council with the proposals, and as advised at the Parish Assembly an open meeting will be arranged on receipt of these. Councillor Wall will be invited to attend.

  11. A meeting has been arranged for 3 August at 1430 at Penwood Village Hall to discuss vandalism in an alley at Penwood and associated problems. Those attending will represent the residents, BDBC, Oakfern Housing, the Police and HCC Highways. Councillor Jim Pearson will also be asked to attend and Councillor Mrs Roberts will chair the meeting.
  12. The ditch at Byeways has been reinstated but the protruding fence has not yet been cut back. The resident had asked Councillors at the June meeting to contact parishioners directly before referring such matters to the District or County authorities. It was agreed to use this approach and request him to cut back the fence.
  13. The training seminar for new Councillors had proved useful. Five delegates from Sherbourne St John had failed to take their places and the Clerk had invoiced that Parish Council for their fees, as places had been denied to other Parish Councils.

90/00 CORRESPONDENCE

The following correspondence has been received and copies supplied to all Councillors:

  1. Notification of NHS Public Consultation Document "Meeting the Challenges"
  2. (summary retained by the Clerk), and details of public meetings. Responses by 22 September. Councillor Mrs Roberts wondered if the Council should seek guidance from a representative of Woolton Hill Surgery, but there was no support for this idea. The Clerk will circulate the summary for Councillors to consider and reply, or attend meetings on an individual basis.

  3. Notice of meeting and AGM for Basingstoke District Association of Parish Councils on 27 June No councillor had attended. The next meeting is 26 September and Councillor Mrs Sue Roberts felt that at least one member should attend.
  4. HAPTC Mail 050/00 re Parish Council and Environment Agency partnership for information only
  5. HCC "Dial a Ride Leaflet" (also displayed on Penwood notice board) Councillor Davidson (traffic and transport officer) will be asked to remain aware of this facility and keep the Council informed.
  6. HAPTC Mail 055/00 Notice proposing "Vandalism Workshop"in the Autumn. Reply by 17 July, booking form with Clerk. Councillors considered that Councillor Pearson, at present on holiday could attend. The Clerk will attempt to contact him before 17 July
  7. HAPTC Mail 056/00 re training for councillors "Making Meetings Work" 14 September and 31 October, Reply by 9 August and 27 September respectively, booking form with Clerk. None of the Councillors present wished to attend
  8. HCC "Water in Hampshire" project, summary with the Clerk. Interest was expressed in the document and the Clerk will circulate
  9. BDBC Public Participation Schemes leaflets on committee meetings and council meetings given to each councillor. Notices of these meetings are regularly posted on the community boards

(i) Copy of letter sent from HCC Area Surveyor North to parishioner, re HGV use of A343. The Clerk had already replied, again requesting removal of the sign on the A303 directing traffic to Newbury via the A343.

Councillor Farmer disputed the statistics in the letter which he stated did not correspond with statistics given in previous documents and so were not reliable. The conclusion that there was a reduction in movements was therefore not proven. The important figures would be those for June and July. On one evening in July he had conducted a personal survey and counted 240 vehicles between 2030 and 2130.

Vehicles were also travelling too fast and Councillor Farmer once more stressed that he felt the need for a 30MPH limit on the A343. The vehicles were incredibly noisy when they bounced across the patched road surface. The Chairman felt there was perhaps a case for the Council to check all previous figures and challenge any discrepency. She again reminded Councillor Farmer that the Council had decided on the overall Traffic Calming policy and felt that this subject should not be further debated. Councillor Farmer replied that he felt it was his right to return to the subject of the A343.

The Clerk interceded and reminded the meeting that Standing Orders had been adopted at the AGM in May. Rules of debate form part of those standing orders and speeches should be limited to 3 minutes, or 5 minutes if moving a resolution, except by consent of the Council. Councillor Farmer stated that if this was enforced he would consider it a "gagging device" and would resign.

The Clerk reminded the members that all Councillors were given a copy of "Standing Orders and Chairmanship" and that draft standing orders had been circulated several weeks before the April meeting and discussed and structured at that meeting before adoption at the AGM.

Councillor Farmer stated he had not realised the implication of the Standing Orders and the Chairman requested that Standing Orders by placed on the next agenda.

  2. Copy of minutes from Clerks Parish Liason meeting of 07 June The Clerk had been unable to attend this meeting, but following receipt of the minutes had requested information on "A Planning Training Day" on 7 October 2000 in the Fieldgate Centre, Kingsclere from 0930 am to 4.00 pm. This will be limited to three representatives. In addition information had been received on tailored Development Control Workshops. Councillors felt that the Kingsclere workshop should be considered when further information was available.
  3. Area Surveyors newsletter. A standard letter referred to has been requested. This enables Parish Councils to send out the initial letter on behalf of HCC when hedges become overgrown.
  4. Land Use Consultants/The Countryside Agency consultation document on the North Wessex Downs. There was no consensus of opinion on this document. The Clerk will circulate for Councillors' individual responses.
  5. HAPTC response to NALC consultation document for information only.
  6. Notice from BDBC that Highclere is chosen for a pilot study "Village Design Statement". Councillor Mrs Roberts (environment officer) will contact volunteers.
  7. Email and copy letter from BDBC enforcement re planting strip at Tot Hill BDBC require notification by 31 July of undertaking to plant by 15 December. A copy of the correspondence would be sent to Mr M Collins by the Clerk.
  8. Reply from HCC regarding A343 surface and signs. The letter states that the road was resurfaced ten years ago and that patching is now complete. Re-signing of Newbury from Andover via the A303 is currently being undertaken.

Councillor Farmer commented that although patching was complete it was not satisfactorily complete, and too noisy when combined with speeding traffic. He felt he was the only person prepared to take action on this subject. The Chairman advised that as an individual he was not disenfranchised and could further pursue this matter, but as far as the Council was concerned he should abide by the Council's majority vote to undertake Traffic Calming as a whole.

(s) Email from BDBC regarding untidy land at Wash Water. The Clerk had enquired whether a perceived clear-up was as a result of the Council's comments to BDBC. Blanche Miles of BDBC was not able to confirm that this was the case as she had passed the problem to HCC and the Environment Agency.

(t) The Clerk has received up-dated literature on Parish Paths Partnership which will be circulated.

91/00 PLANNING APPLICATIONS

The following planning applications were received and considered.

BDB48221 Plot A Westfield House, An amendment to house type to include loft conversion and dormer windows.

Objection.

All Councillors present objected to this as the new rooms overlook neighbours. It was pointed out that at an original site meeting Councillors had argued that this house be built as a four bedroom property and not a five bedroom property. This conversion would allow six bedrooms in total.

BDB47636 Woodside, Pantings Lane To remove existing and replace with five dwellings. Further amendment.

No objection subject to the Council's earlier comments.

This application showed the repositioned terrace of three houses. At the planning meeting held on the 19th June the council felt that it could support this layout, and had submitted it's comments following that meeting.

BDB48337 1 Old School Cottage, Highclere, Erection of Outbuildings

No objection subject to conditions

Councillors were concerned that the outbuilding could be used for other purposes than stated, being animals, hay and tractor. Restrictions as to use were required.

The following approvals have been notified.

BDB47848 56 Penwood Heights, Extension

BDB47511 Plot B Westfield House, An amendment to house type to include a conservatory.

A new Tree Preservation Order for Penwood Heights was also received.

92/00 COUNCILLOR'S QUESTIONS

  1. Councillor Farmer asked the Clerk to contact Jane Meredith, the reporter from the Newbury Weekly News and invite her to attend our meetings again. Councillor Mrs S Roberts was aware that Jane had other commitments on the same evenings. The Clerk will however make contact.
  2. Councillor Mrs Roberts and Councillor Worth reported a dumped washing machine on the A343 at Wash Water. The Clerk will report this.
  3. Councillor Farmer reported that the Village sign on the A343 Southbound was overgrown, and asked the Clerk to make enquiries regarding the bridge repair at Seven Stones.
  4. Councillor Mrs Roberts reported that the footpath behind the village hall was overgrown and asked the Clerk to contact the Village Hall Management committee.
