116/01 MINUTES OF THE LAST
MEETINGS
Minutes of Council meeting held 10
July and planning meeting held 29 August, having been circulated were
taken as read, agreed by Councillors, and signed by the Chairman.
There was an amendment to the minutes of the meeting held 30 July. It was agreed that Councillor Mrs Sue Roberts
and Councillor Ian Davidson would "together plan a way forward" with
the Local Plan review and not "prepare a response on the Council's behalf"
117/01 MATTERS ARISING FROM
THE ABOVE MINUTES
10 July:
1. Bus Shelter: An order has been
placed with the builder and the shelter supplier, and hopefully this will be
erected in October
2. Litter Day Penwood: Blanche
Miles, the officer from The Borough of Basingstoke and Deane, has been on
holiday, and no further progress has been made
3. Youth facilities Penwood: Despite many Emails a response from Steven
Byer of Basingstoke and Deane is still awaited. The Clerk will chase further
4. Grid references: Councillor
Davidson has made no progress on this exercise due to the pressure of his own
workload.
5. Draft Code of Conduct: Councillor
Farmer stated that the comments of HAPTC reflected his own.
30 July:
6. Briarwood visibility splays: The
Clerk has been advised by BDBC that the landowners have been given notice that
development cannot proceed if the visibility splays cannot be achieved.
7. Cherry Tree Cottage: This
application has been referred back to committee, and the Parish Council's
comments reported in the committee notes.
29 August:
8. Byeways Fence, A further Email has been received from Mr David Evans,
requesting that the Parish Council obtains confirmation in writing, regarding
comments made to him, by the developer, that the purchaser will remove the boarding
from in front of the hedge. The Clerk
will contact the developer and request this.
118/01 ACCOUNTS FOR YEAR END 31 MARCH 2001 AND BANK
MANDATE
The accounts had been presented to the
Chairman, and audited by Councillor Pearson. The Chairman signed the accounts
as a correct record. A new bank
mandate was signed to include Councillor Ray East as cheque signatory to
replace past Councillor Ian Worth.

HCC GRANT
information for Funding for Local Transport Improvements
This
appears to be part of Countryside Agency Vital Villages Pack, and includes
information on grants to cover bus shelter repairs and renovations. The Clerk will pursue this as the bus
shelter at Star lane has been vandalised.
Councillor Davidson wondered if this could also be used to subsidise
free transport for children from Penwood to school at Woolton Hill. The Clerk was asked to make enquiries.

122/01 LOCAL PLAN RESPONSE
Councillor Mrs Sue Roberts and Councillor Ian
Davidson briefed the Highclere Parish Society and the Village Design Statement
Team at a meeting held on 31st August. At that meeting it was decided that each group would make it's
own individual response, but that a mail shot to each house be made with joint
support. Parishioners will be urged to
make their own individually responses.
The Chairman proposed that the Parish Council give financial support to
this project and this was agreed unanimously.
As regards the Council's response, Councillor Mrs Roberts proposed that
Councillors take on two sites each. An
informal meeting will first be held in Highclere Village Hall on Tuesday 18th
September at 7.30p.m. to exchange information, and then an additional Council Meeting
will be held on Tuesday 25th September to endorse the Council's response. This was agreed unanimously.
123/01 PENWOOD VILLAGE HALL
LEASE
Councillors Pearson and Davidson had an
informal briefing meeting with the Management Committee of Penwood Village
Hall, in order to exchange information and be aware of the options, before
meeting with officers of Basingstoke and Deane. It was decided at that meeting to follow the advice given by the
ACRE solicitor, Mr Jonathan Dawson. The
Clerk has taken notes of the meeting, which she will supply to all Parish
Councillors. A date for a meeting with
The Borough Council was suggested (24th September) and Councillor Pearson felt
that the solicitor should also be present.
This would entail entering into a contract with the solicitor to pay his
fees of £50 per hour. As monies were
set aside within the precept for this eventuality Councillor Pearson proposed
that the Council approve employing the solicitor. This was agreed unanimously and it was felt that as many
Councillors as possible should attend.
124/01 QUEEN'S GOLDEN
JUBILEE
The Clerk has received several responses from
various parish groups indicating support for some kind of celebration for this
event. The next stage it would appear,
is to set up a committee of willing persons to organise the event, and the
Parish Society has volunteered to help.
The Chairman asked the Clerk to enlist committee members from the
various groups, and investigate the possibility of raising monies through
grants. Money could also be raised
through the precept. The Clerk volunteered to represent the Council, and it was
agreed that she should. It was felt
that Lady Carnarvon should also be approached to help organise this event.

REPORTS FROM MEETINGS ATTENDED
Planning Master Class 28
July
The Chairman attended this meeting and will
circulate notes to all Councillors.
Information was given at the meeting on Parish Plans and grants
available for this.
Advice on the best way to pass comment on
planning applications was also given
Parish Liaison Meeting 5
September
The Clerk attended this meeting. Attendees were informed that the County
Council has asked the Borough Council to take over the local transport subsidy,
which it is considering.
Changes are proposed for the Borough
Council's Development Control policy on planning application site visits. No representatives of the Parish Council or
the applicant will be allowed. The
Parish Council will however be permitted to submit a proforma before a site
meeting asking the committee to take notice of certain criteria. It will also be allowed to speak at
committee meetings and have a right of reply.
Parish Councillors are sought to sit on the
Borough Council's Standard Committee, and the need for all Parish Councils to
adopt a Code of Conduct in the near future was emphasised.

BOROUGH COUNCILLOR'S REPORT
The
Borough Councillor apologised for arriving late. He had attended a meeting at the Borough Council. Councillor Hedgeland stated that the changes
on Development Control had still to be passed by the full Council. The Scrutiny Panel has looked at parish
funding and more money might be available, or a requirement for parishes to pay
for less facilities. Councillor
Hedgeland offered, on behalf of the Parish Council, to chase the awaited reply
on Penwood Youth Facilities, from the Borough Youth Officer,

128/01 COUNCILLOR'S
QUESTIONS
Councillor Davidson drew attention to the
fact that the proposed development at Wash Water, WH03, had been displayed at
the Basingstoke Anvil. The area shown
however was only part of the area submitted and it lay wholly within the Parish
of Highclere.
The Chairman asked the Clerk to draw to the
attention of Mr Steve Goodall, the fact that the entrance to Mount Common has
had tarmac laid, where it was previously verge.
