The following application was considered

BDB47636 Woodside Pantings Lane, an amendment to plot 1

Councillors had attended an open meeting on 15 June 2000 between Thames Vale Homes, parishioners, and Russell Mounty the planning officer.

The revised design for plot 1 consisted of a terrace of three houses.

Councillors considered the amended plans in the light of the public meeting, and felt that at this moment in time there is a preference expressed by parishioners for these smaller units. It was noted that Thames Vale Homes have offered Highclere residents priority to purchase these units for a period of eight weeks.

However:

The proposed terrace of three houses described on the plans shown at that meeting. does not address the council's objection to the height of the dwelling and the objection to the entrance on Tubbs Lane. The dwellings are close to Tubbs Lane and the height has now been increased to 9Metres. This still results in unsatisfactory building relationships with adjoining and opposite properties to the detriment of the amenities and privacy that the occupants thereof might reasonably expect to enjoy.

Further amendment.

Councillors were provided with a proposed further amendment in which the terrace is moved back from Tubbs Lane by an additional 5 Metres and turned round to face a westerly direction. The pedestrian access is closed and the entrance to garages is also the approach to the front doors. Alternative roof designs incorporating hips were also given.

Whilst Councillors would prefer that the ridge height be reduced considerably it was acknowledged that the hips minimise the dominance of such a tall building.

Councillor Mrs Roberts considered that this layout will discourage residents and visitors from parking on the corner of Tubbs Lane and hopefully as garages are at the front of the properties they will be kept tidy.

Councillor Davidson had reservations that Highclere residents would be able to move quickly to purchase the units and it was decided that an article in the parish magazines reviewing the meeting would help inform residents.

The following resolution was proposed:

That this is considered to be an option that the Council can support provided that the following conditions are applied:

Maintenance of the hedgerow during construction, and the "gap" in Tubbs Lane to be planted.

Planning permission required for new owners to remove any part of the hedge to prevent pedestrian accesses being opened up.

The resolution was put to the vote and carried.
