Minutes of a meeting of the Parish Council held in Highclere Village Hall on 29th August 2001 for the purpose of considering planning applications.

114/01 PLANNING APPLICATIONS

The following planning applications were considered:

 

BDB51112 Land at Highclere Garage.  Outline planning permission; Redevelopment of showroom, erection of workshop and used car canopy and associated parking.

Subject to the following conditions then no objection:

The roof height of any development should not be higher that the adjoining premises "The Red House". 

Comment:  Close proximity to the rear of "The Red House", separated by only a wooden fence could be a fire hazard and health and safety risk.

 

BDB51184 Falkland Farm, Wash Water, Cert of lawful development, existing use/condition; Use of land for storing caravans/tractors and other farming implements.

Subject to the following conditions then no objection:

No heavy goods vehicles should be stored, and the only farming implements should be for the applicant's own use for hay making as stated in an earlier application.  Councillors recognised that caravans have been stored here for many years, but the number stored on site should be limited.  Too many caravans cannot be adequately screened from view, and there are concerns that a storage area at Greenham common that is due to close could result in over capacity at this site if numbers are not restricted.

 

BDB51254 1 and 2 Crowshott Cottages, Removal of single storey extensions and garage and conversion of cottages into one with car port and erection of single storey side and two storey rear extension.

No Objection

Comments:  The adjoining paddock is becoming cultivated, and attempts to include this as a domestic garden should be resisted.

 

BDB51281 61 Penwood Heights, Erection of a single storey rear extension and chimney

Subject to the following conditions, then no objection:

The adjoining neighbours have no objection.

Comment:  The extension comes close to a very tall leylandi hedge which would be better reduced in height to 2 Metres.

 

 

 

114/01 PLANNING APPLICATIONS continued

 

BDB51321 Fieldgate House, Tubbs Lane, Construction of dormer windows and internal alterations to existing second floor room in roof space.

Subject to the following conditions, then no objection:

The adjoining neighbours have no objections, nor concerns, about being overlooked.

 

EC/130/01 Oakley Farm Caravan Park, Washwater, Appeal against enforcement notice, change of use of land from camp site with tourism use to residential use.

Objection for the following reasons:

The land lies outside the settlement policy boundary and is not set aside for residential development.  A mobile home park would in effect be low cost housing, which is not sustainable in this location with no local shops, amenities or transport system.

It has been reported to the council that in the winter months, caravans on this site are visible from properties on higher ground to the North of the site.  In summer, foliage on the trees helps screen the caravans.

Substantial investment would be required to provide adequate sewerage in this area, which is low lying land close to the river Enbourne, likely to remain wet in winter months

Notification of the following planning refusal has been received:

 

BDB49695 Holly Dene, Tubbs Lane, Extend over garage  (Appeal Dismissed)

 

There are several items of correspondence relating to planning matters

 

Byeways, Various Letters and Emails.  Former Councillor Mr David Evans, also shared Councillors' concerns that fencing now hides the hedgerow at this location.  Mr Evans had been involved in the planning negotiations for this site, and has secured an assurance from the developer that the applicant will remove the paneling when the hedge matures.

HCC letter re Westridge vegetation  Highways have agreed to cut back the vegetation on a without prejudice good will basis

BDBC advice of listed building survey  for information only

BDBC advice of revised forms for work on trees subject to TPO's 

BDBC information on the "Anvil"  Exhibition 1 September for Local Plan

There will be a display of the proposed development at Wash Water and at Mount Common.  Councillor Davidson urged others to attend this and also a meeting with the Parish Society and the Village Design Team on 31st August to plan the best way forward.
