Minutes of a meeting of the Parish Council held in Highclere Village Hall on 30th July 2001 for the purpose of considering planning applications.

112/01 PLANNING APPLICATIONS

The following planning applications was considered :

 

BDB 50995 Land adjoining Briarwood, Andover Road

Erection of one new dwelling

Objection for the following reasons:

The height of the proposed new dwelling as shown on the elevation drawing exceeds 9 metres, and this will dominate surrounding properties.  The average height of properties in the area is 7.17 Metres.  The design of the proposed house is totally out of character with the adjoining cottage property of Briarwood, parts of which are believed to be approximately 200 years old.  It was considered that there should be a legal condition that hedges are replanted and maintained in perpetuity, to preserve the character of the locality, and concern was expressed that the visibility splay was not formed as required in the inspector's report.  The clerk has requested the case officer to verify this.

 

113/01 OTHER PLANNING CONCERNS AND CORRESPONDENCE RELATING TO PLANNING MATTERS

1.                  An Email has been received from Basingstoke and Deane Borough Council planning department in response to this Parish Council's query as to why the committee notes relating to planning application BDB50605 did not show the Parish Council's objections.  These had been overlooked in error and the BDBC offered to take the application back to committee.  Councillors agreed that the case should be referred back and the Clerk was asked give this reply.

2.                  Comments are invited on the draft Housing Strategy Document for BDBC.  The draft document will be circulated and can also be seen on www.basingstoke.gov.uk

3.                  An Email has been received from Hampshire County Council Area Surveyor's office in response to this Parish Council's observation that contractors at the Halfacre site are parking vehicles on the pavement in Arkwright Close.   They have now been requested to stop, and HCC has advised that any further infringement should be reported to the police.  The contractors have also agreed to clean the mud off the road.

4.                     BDBC has requested all Parish Councils to identify previously developed rural employment (brownfield) sites outside settlement policy boundaries, which could be redeveloped for housing. Information is required by the end of August.   Councillors considered that the Fawcetts site was an obvious choice.  The land is already submitted for inclusion in the next local plan, on which the Council will be commenting, and it was believed that an adjoining paddock had also been added.  The Clerk was asked to supply this information.  Any other sites identified should be notified to the Clerk.

5.                  The revision of Supplementary Design Guidance has been received from BDBC.  The documents were handed to Councillor Davidson for scrutiny

6.                  The Local Development Register, which identifies all sites submitted to date for inclusion in the next local plan, has been received from BDBC and placed at the Red  House, public house, for parishioners to view during opening times.  Notices to that effect have been placed on three notice boards.  Comments are required by 28 September and these sites will be assessed during Autumn and Winter.  Additional sites are expected to be submitted, and there will be further opportunity to comment on these. It was agreed that Councillor Mrs Sue Roberts and Councillor Ian Davidson would prepare a response on the Council's behalf and present this at the September meeting for consideration.
