| 80/05 - To approve the minutes of the Council meeting held on 19th July 2005 The minutes of the meeting held on 19th July 2005 had been circulated, were taken as read, agreed by all, and signed by the Chairman Councillor Pearson. 81/05 - Matters arising 75/05 - Possible Film Club and Penwood Village Hall. The Chairman Cllr Pearson had been in touch with Kingsclere where a film club had recently been set up, asking for details of how they had gone about setting it up. It seemed that they had managed to get a grant for this from Winchester and there was still monies left for this type of project. The way forward for Penwood was now to get enough people interested in this so that a committee could be formed to run the project and move it forward by obtaining grants to help with improvements to the hall and also to hire or purchase equipment to run films. The Chairman explained that he had been offered the loan of equipment to show the films from High Wycombe. All the information that the Chairman had obtained had been passed on to the Chair of Penwood Village Hall. 82/05 To note the minutes of the Planning Meeting held on Wednesday August 15th 2005 The minutes of the last planning meeting had been circulated to all Councillors. There had been several applications discussed at the meeting and the Chairman went through a few of them: Old Honeyway, Tubbs Lane. This was for the erection of one house at the rear of the garden. There had been several residents who had attended the meeting to oppose this application. The Parish Council also opposed this application and had asked to speak at the DCC meeting if this application went to it. Coombe Cottage, Tubbs Lane. This was a development which was in the process of being built. The developers had asked for a hedge to be taken down and replaced with another one. The council had objected to this. Hitchmans, Mount Road. This application was not in the Parish of Highclere but just over the border in East Woodhay. The Council had objected to this application before and still objected to it. 83/05 Borough Councillor’s Report Apologies had been received from the Borough Councillor who was attending a meeting at B&DBC. The Clerk gave a copy of his report to each Councillor. His main points were that he was continuing to monitor planning applications from within the Parish. The consultation process on ‘double taxation’ continues. Ongoing matters that affect Highclere and area he suggested that the new County Councillor be invited to meet with himself and a representative from the Parish Council to discuss how best to make progress with Penwood Cross Roads. There had been some dissatisfaction from residents how the money had been spent in Woolton Hill with regard to ‘the safer routes to school’. At this point a discussion took place about the work that had been done through Woolton Hill. The Council felt they could not see what value all this work would add to the ‘safer routes to school’ and felt very disappointed that this money could not have been put towards work at Penwood Cross Roads. A letter would be drafted to HCC and discussed at the next Council Meeting. 84/05 Update on Village Plan Cllr Langan was unable to attend this Council meeting to report on the last meeting that the Steering Group had had. The Chairman Cllr Pearson reported that leaflets had been dropped through all the doors at Penwood Heights, Woodlands and Heathlands but there did not seem to be a great response. The Clerk reported that she had sent letters to all people that had expressed an interest in the Village Plan to say that things were progressing and it was hoped to run another meeting in late October or early November to set up the Focus Groups. 85/05 Up to date statement of Accounts The Clerk had prepared a statement of the accounts for the first five months of the year. A couple of questions were asked re some of the items. The Clerk would in future provide a statement every couple of months. This would not be an agenda item but just for the interest of the Councillors’ and they could see how and when the precept was being spent throughout the year. 86/05 Sentinel comments from June walkabout at Penwood The clerk had received from Sentinel feedback on the walkabout that was held on the 23rd June and had given copies of this to all Councillors’ for discussion at this meeting. There had been eleven people that attended this event. This included 4 residents from the area. The Chairman Cllr Pearson went through the problems mentioned by Sentinel. Each area that there had been problems was noted, also noted was who was responsible for that area or particular problem. Sentinel had sent on items that were not their responsibility to HCC or B&DBC or whoever was responsible for the problem. Cllr Somerset wondered if perhaps some of the problems could be sorted out by the residents themselves. He mentioned that perhaps if they actually were more involved there might be more pride shown in the area by the local residents. The Chairman mentioned that some years ago that there had been several youngster doing community service, under supervision, who had come and tidied up parts in Penwood. One of the problems highlighted in Sentinel’s report was that there was no room at the front of certain houses to put the wheelie bins. The Councillors’ could not understand why this should be a problem as all locals had to bring their bins out to the front of their gardens in order for the rubbish to be collected. There was concern over several untaxed cars that appeared to be on B&D land behind locked gates. The Clerk was in the process of chasing this up with B&D. 87/05 Update on Penwood Bus Shelter & Notice Board The Clerk reported that she had looked into the repair of the bus shelter but had not got a price for it yet. She had also been onto the insurance company to see if the Council were able to claim for a new bus shelter. She had received the forms and would complete and return them. With regard to the notice board, the Clerk had cleaned this up and it now looked quite respectable. The key to this board was not able to be used because the key hole had been filled with super glue. The clerk was still able to use the board by opening it with a different method. 88/05 - Correspondence Received 1. B&DBC – Local Government Acts 1992 – Review of Electoral Arrangements: B&D had just started a review of the electoral arrangements for the Borough. They would welcome any comments from the Parish even if it is to say that the Parish is happy with everything. Any comments were needed by 12th December when all representations would then be considered and taken into account when they formulated their draft recommendations for consultation in spring of 2006. 2. Basingstoke Countrywatch – Contact numbers. There had been some problems in the past with residents knowing which numbers to call when incidents occurred in the Parish. The Clerk would post a list of the numbers on the notice boards and on the website. 3. B&DBC - Bringing the Vision into Focus – Council Plan 2006/2009: Letting the Council know that B&D were currently in the process of reviewing and deciding their priorities for the next three years. 4. West Berks - West Berks Local Development Framework – no comment 5. HAPTC - Clerk’s Bursary scheme: This was for training for Clerks especially clerks from smaller parishes where there was not enough money in the precept for training. 6. HAPTC - Quality Parish Scheme: HAPTC were happy to report that there were now nine Parishes and towns in Hampshire who are ‘Quality Parishes’. They hope by the end of 2006 that there will be about 20 Quality Parishes. 7. A Clear Vision - Update on the South East Plan: Councillors’ had been given a copy of this 8. B&DBC - Parish/Borough Council Web Site: Informing the Parish that the web site had been completed and was in use. 9. HCC - Invitation to SE Plan Consultation – 8th September – No Councillor was able to attend. 10.B&DBC - Affordable Housing & Key worker Housing Supplementary Planning Document : This letter was to inform the Parish of the timetable for the preparation for this document. B&D welcomed any comments from the Parish. 11.HCC - Street Lighting matter – no comment 12.HCC - Community Safety Initiative (CSI) Street Lighting: The Parish had applied for three lights on Foxs Lane a couple of years ago. They had been put on the reserve list but nothing had happened. The Clerk would apply again 13.B&DBC - Pride of Place Partnership Initiative: This was a grant scheme. A copy had been given to Cllr Langan. When the Village Plan was up and running the Parish might be eligible for a grant from this scheme. 14.HCC - Consultation on Draft Housebuilding Targets: A copy of the latest newsletter ‘Planning Hampshire’s Future’, the Clerk had one copy. 15.B&DBC - Road names: The roads going West off the Andover Road opposite Mount Road and Star Lane had now been called Church Lane. Signs had gone up at each end of the Lane. 16.Hampshire Constabulary - Open letter from Chief Constable Paul Kernaghan re the bombings in London in July: no comment 17.Local Works - Campaign to end Ghost Town Britain and promote sustainable communities: A copy had been given to each Councillor. A form had also been sent with this for the Council to complete if they wished to support this Bill. No comment. 18.Police Authority Community Consultation - Rural Seminar Monday 3rd October.
