80/02 MATTERS ARISING FROM THE ABOVE MINUTES

Councillor Farmer has prepared a response to the DTLR consultation paper
on determination of conduct allegations.
This has been forwarded by the Clerk and is available for Councillors to
read.

The Clerk has actioned minutes 68/02 correspondence item 12; 70/02
Revised Housing mix consultation; and 76/02 regarding overgrown hedges. The
Clerk reminded Councillors that HCC request that a verbal contact is first made
before the Parish Council (on behalf of HCC) issues their standard letter. It was noted and appreciated that several hedges
have now been cut back.
81/02 TO NOTE THE MINUTES OF THE PLANNING MEETING HELD 25 JUNE 2002
Each Councillor was given a copy of the minutes of the planning meeting
held on 25 June. The date of the next
meeting of the planning committee will be decided when further applications are
received.

CORRESPONDENCE
The following correspondence has been
received and relevant information copied to Councillors:
2. BDBC info on play area work.
Penwood residents will be advised of work to be commenced at the Penwood
play area.

HAPTC Mail 64-02 bulletin 203 June 2002. Councillor Langan queried reference in the
bulletin to the Governments vision for Parish Councils. The Clerk believed this to be reference to
"Quality Parish Councils".
The previous Parish Council had attended workshops and responded to
consultations on this concept. The
information will be passed to Councillor Langan.
83/02 TO RECEIVE A REPORT OF THE TRAFFIC CALMING
REVIEW AND CONSIDER FURTHER MEASURES
Each Councillor was given a copy of the minutes of the meeting held on
20 May 2002 to review the traffic-calming scheme now in place along the A343
through Highclere Village.
After discussion it was agreed that the Parish Council requests
Hampshire County Council to install two further islands to the north and south
of the village. The approach to the
islands should have the word "slow" on the road surface and possibly
"slower" closer to the island.
The southern gateway signs should be moved further south away from the
bend and on to the straight road.
Some Councillors felt that in other villages where gates have been
repeatedly painted on the road surface, visually narrowing the road only at
that point, it is more effective than the continuous white lines that have been
painted in Highclere to visually narrow a longer stretch of road.
84/02 REPORT FROM MEETINGS ATTENDED
17 June Meeting between
Chairman and BDBC to review litter grant
BDBC propose to pay for an additional 5 hours a week for an extra
warden for Penwood subject to Cabinet approval at the end of August.
18 June Joint Parishes
meeting
Three Councillors attended this meeting,
which proved most informative. There
was a presentation on the local plan and an update on Greenham Common
development.
18 June Councillors'
training event
Councillor Langan
attended this event and found it most useful.
Both Councillors Mrs Hosie and Mrs Davies asked to be booked on to the
next training event in September.
3 July Development Control meeting
The Clerk attended this meeting at which outline planning consent was
given for application BDB52749, Land at
Highclere Garage Andover Road. Material
consideration in determining the application was given as adoption of the
policy to develop brown field sites in the countryside outside settlement
policy boundaries. There was concern
that the Parish Council had not been notified that this policy was now
adopted. There was further concern that
the committee notes appeared to quote incorrect housing densities for Mount
Close and Arkwright Close.
85/02 UPDATE ON RECYCLING BINS AT PENWOOD
Councillor East has located alternative glass
recycling bins that are more vandal proof, but the contractors for BDBC cannot
handle them. The present bins are targeted by youngsters who easily open them
and attempt to set fire to the contents.
A further meeting is sought with BDBC, as their officers have put no
firm ideas forward. Councillor Mrs
Hosie said she would be happy to attend a meeting along with Councillors East
and Pearson. The Clerk was asked to
arrange another meeting.
86/02 TO RECEIVE A REPORT OF
VANDALISM OF BUS SHELTER AT PENWOOD
Obscene graffiti has been sprayed on the back
panel of the bus shelter. Councillor
East has attempted to remove it but has only had partial success. The Clerk will ask one of the litter wardens
to have a further attempt using recommended cleaners. Holes have also been burnt into the Perspex
panels probably with a cigarette lighter.
The Clerk was also asked to enquire from the manufacturers as to whether
the shelter is structurally stable if it is unglazed.

As there was no further business the meeting was closed. The next full Council meeting will be held
on Tuesday 10 September 2002 in Highclere Village Hall Jubilee Room at 7.30 pm
