Minutes of a meeting of the planning committee of Highclere Parish Council held on Tuesday 1 October 2002 in Highclere Village Hall at 7.30p.m. to discuss matters set out in the agenda

P6/02 TO APPROVE AND SIGN THE MINUTES OF THE PLANNING MEETING HELD ON 30 JULY 2002

The minutes having been circulated were approved as read and signed by the chairman

 

P7/02 MATTERS ARISING FROM THE MEETING

Ref BDB53479/80 Top Farm, Highclere Street, Highclere

Councillor Langan attended the Development Control committee meeting held at Basingstoke and Deane Borough Council on 25 September to give the objections of the Parish Council to the conversions of the listed barns from agricultural to commercial use.

The Parish Council's request for a site meeting was ignored. Councillor Langan reported that he felt the meeting was not properly conducted and gave details. It was agreed that the Parish Council should submit a strong complaint.

 

Councillor Pearson added his own dissatisfaction at the meeting that he had attended on August 28th (Ref BDB53336 Waylands, Tubbs Lane, Highclere). The Parish Council's request for a site visit appeared to be agreed, but subsequently was not undertaken.

 

The meeting was then adjourned to allow parishioner Mr Stephan Lewis to speak.  The meeting then continued.

 

P8/02 PLANNING APPLICATIONS:

The following planning applications were considered

 

·      BDB53336 amendment (reducing height), Waylands, Tubbs Lane, Highclere

Erection of 3 terraced houses and garages, demolition of existing bungalow and garage.

OBJECTION

For the following reasons:

This is still an over development of the site by mass and height, and insufficient parking for three houses.

The developer has not submitted an amendment that is in keeping with the neighbouring properties, nor the village design statement, and has re-submitted the original application with minor changes and only a slight concession on height.  The new house opposite is being built to 7.3 metres high and if one builder can achieve this, then so can another. 

A site meeting was again requested and the Parish Council asked to be notified in order to submit a proforma of points the committee should consider and in order to attend.

In the event that this application is reported to Committee, a representative of Highclere Parish Council would take the opportunity to address the meeting.
