Minutes of a meeting of the planning committee of Highclere Parish Council held on Tuesday 22 October 2002 in Highclere Village Hall to discuss matters set out in the agenda.  The meeting commenced at 7.40pm

P10/02 TO APPROVE AND SIGN THE MINUTES OF THE PLANNING MEETING HELD ON 1 October 2002

The minutes having been circulated were approved as read and signed by the chairman

 

P11/02 MATTERS ARISING FROM THE MEETING

There will be a site visit by Basingstoke and Deane Borough Council at Waylands, regarding application BDB53336 and amendment, on Friday 1st November.  Councillor Don Langan agreed to be present and the Clerk would send a proforma highlighting matters of concern to the members of the planning committee. 

The Clerk has written to Mr Tony Curtis at Basingstoke and Deane Borough Council expressing dissatisfaction at the meeting held on September 25th but has not yet received a reply

 

P12/02 PLANNING APPLICATIONS:

The following planning applications were considered

 

·          BDB 54193 Waylands, Tubbs Lane, Highclere

Erection of a pair of semis with detached garage

No Objection subject to the following conditions:

·           The roof height shall be reduced to at least the village average height of 7.4 Metres.

·           Development rights shall be removed from the hedge boundary to the road so that at a future date the hedge may not be removed or replaced with fencing.

·           If all or part of the hedge has to be repositioned and replanted in order to provide clear sight lines, the following condition must also be imposed in addition to the previous condition. The hedge must be replanted thickly and using mature stock. 

·           Surface drainage shall be via mains drainage as due to continued development in the Mount area of Highclere, Mount Road is beginning to suffer from flooding and this Parish Council has recently requested HCC highways to erect a barrier across a driveway to prevent water entering into the front drive and house of a property in Mount Road close to Tubbs Lane (photographs supplied). 

Comment

This design is imaginative in that the semis appear as a single house, in keeping with neighbouring plots.  This proposal will have less impact on both adjacent properties of Wickets and Mount View by virtue of the roof sloping away, rather than a tall brick gable. The parking requirement is reduced from the earlier application of BDB 53336, which is preferable.

 

·          BDB 54209 Ty Ne Wydd, Andover Road, Wash water

Erection of conservatory at the rear

No Objection

 

·          BDB 54178 Hitchmans Yard Site, Mount Road, Highclere

Demolition of industrial buildings and erection of eleven live/work dwellings

Objection for the following reasons:

11 dwellings is gross over development of this site and totally out of keeping for a rural road with only a small community which will become completely swamped and changed forever.

·          This site is only suitable for five dwellings per application BDB54179 and  the proposal does not allow sufficient car parking space.  Visitors to the site must be anticipated. There is no room for on-road parking in the vicinity, and by necessity there is a high dependence on cars/vans especially for live/work units.

·          On exiting the site there is no clear vision to the left.

·          Surface drainage should be via mains drainage or arrangement to use the stream, as due to continued development in the Mount area of Highclere, Mount Road is beginning to suffer from flooding (photographs supplied).  

Comment

The Parish Council considers that the amount of traffic supposedly generated by the previous commercial owners is vastly overstated.  The bus service (No 20) now provides only 5 buses per day to Andover with 3-5hour gaps, and not an hourly service. There are no buses at night.

 

·          BDB 54179 Hitchmans Yard Site, Mount Road, Highclere

Objection for the following reasons

·          This site is only suitable for five dwellings, as the proposal does not allow sufficient car parking space.  Visitors to the site must be anticipated. ·          On exiting the site there is no clear vision to the left.

·          BDB 54317 Land adjacent to Beech Tree Cottage, Tubbs Lane, Highclere

Erection of a three-bedroom dwelling and garage

Objection unless the following conditions are applied

P13/02 UPDATE ON THE LOCAL PLAN

The Clerk has placed information on the notice boards about the first consultation process for the Local plan.  A hard copy is available for Parishioners to view at the Red House Pub during opening hours, and information is available on the website.  It was agreed that the full Council at the November meeting should consider the Parish Council's response.  The Clerk will also provide comment forms to Councillors to enable them to make their own individual responses.

 

P14/02 UPDATE ON VILLAGE DESIGN STATEMENT

The footpath map for the Parish will be updated and included in the Village Design Statement, in place of a present line drawing. The cost for this will be about £80 and the cartographer will also supply the map on computer disc.  As Basingstoke and Deane Borough Council has now adopted the VDS as supplementary planning guidance, changes to the text are not permitted.  However a statement that there is an hourly bus service appears to be inaccurate with reference to Highclere, and Councillors felt that it should be corrected.  Councillor Somerset pointed out that there is a better service at Penwood. 

The Clerk has been advised that the Interim cost to the Council so far is £865

 

P15/02 OTHER PLANNING MATTERS

·        BDB 53861 Wychwood, Andover Rd, Wash Water,

Erection of first floor side and rear extension

·          BDB 53981 Drove Cottage, Andover Rd, wash Water

Erection of a single storey rear extension and new kitchen door to side elevation

 

The following correspondence is received. 

·          An Email has been received from The Chairman of Highclere Parish Society offering help to develop a Parish Plan.  The Councillors present welcomed this, as a follow up to the Village Design Statement.  Councillor Langan asked the Clerk to provide him with more information on the requirements, procedures, and available grants.  It was agreed that the full Council at the November meeting should consider this.
