P1/02 TO CONSIDER THE
FOLLOWING PLANNING APPLICATIONS:

BDB/53320 MOUNT VIEW,
TUBBS LANE, HIGHCLERE
Erection of a three-bedroom dwelling and
detached garage with new access. OBJECTION for the following reasons
This is an over development of a small
site. It will not leave sufficient
amenity space on the site due to steep sloping sides at the site boundary. This proposal will result in a loss of
privacy for the owners of adjacent properties who will be overlooked. The council understands that the ground
level at this site is "made up" and possibly not suitable for
development.
The house is too big for the plot, (believed
to be an old clay pit). The site has a
high mound to the South, which makes the useable space less than appears on the
plan.
At 8 metres high, this proposed house is
much taller than adjacent houses and the house opposite, and it will
dominate. The design is also not in
keeping with other close houses.
The existing access is at road level, but if
the access were moved to the new proposed position, it would have to be steep
as the road inclines and is higher than the plot at this point. A lot of surface water flows down Tubbs lane
and will surely ingress upon the site via this new access. Tubbs lane is steep at this location and
both existing and proposed new access are too close to a dangerous junction.
A new access would necessitate hedge
removal, and the hedges are a feature of this lane and are important to the
local environment.

OBJECTION for the
following reasons:
This site is outside the settlement policy
boundary. This plot is part a larger
area of meadowland that has been submitted for consideration for proposed
development under the local plan review (ref HI06), and the results of that
review should be awaited.
The Council notes that the application form
is incorrectly completed. At C1 the interest
in adjoining land has not been declared.
At C10 new access is denied, when it is clearly required and shown. There is no suitable access point on Mount
Road due to siting of entrances opposite and the junction of Pantings lane,
which has a very busy school entrance.
The hedgerow is old and established and has recently been recorded in a
tree and hedgerow survey. This land is
a recorded SINC and adjoins Challis Copse.
The stream running through Challis copse is the Parish boundary and the
land to either side, which includes this land, is vital open space that forms a
natural break between the Parish of Highclere and the Parish of East
Woodhay.
This is an outline planning application and
future development could result in two storey dwellings and loss of privacy for
properties that are adjacent and opposite the site. The loss of hedgerow and this open space, which allows views to
little Pen Wood would be detrimental to the local environment.
