Minutes of a meeting of the planning committee of Highclere Parish Council held on Tuesday 30 July 2002 in Highclere Village Hall at 7.30p.m. to discuss matters set out in the agenda

P3/02 TO APPROVE AND SIGN THE MINUTES OF THE PLANNING MEETING HELD ON 25 JUNE 2002

The minutes having been circulated were approved as read and signed by the chairman

There were no matters arising from the minutes

 

P4/02 PLANNING APPLICATIONS:

The following planning applications were considered

 

·      BDB/53041 amendment, Fordfields, Deadmore Bottom, Burghclere

Erection of a timber garage with room in roof space

OBJECTION as the original application:

Unless the conditions applied to planning consent for BDB 49586 are also applied to this application.

·      BDB/53301 amendment, The Croft, Pantings Lane, Highclere

Erection of garage and first floor side extension, dormer windows

OBJECTION:

Unless the following conditions are met

1.    The garage shall not be used for accommodation.

2.         The neighbours do not object to the windows on the North Elevation, which will overlook their adjacent property

However the height of the garage has been lowered and addresses one of the Parish Council's concerns.

·      BDB/53539, Wexford, Treasure Hill, Penwood

Erection of detached garage, change of use of existing garage

OBJECTION:

Unless the following condition is applied:

The garage shall not be used for accommodation

·      BDB53315 Land to rear of Lottoria Cottage, Penwood

Alterations to new house and erection of conservatory

OBJECTION

For the following reasons:

The original application (BDB 49945) was allowed on appeal as the inspector's report observed, "the proposed garage and turning space would be well away from Lottoria

Cottage, so protecting it's residents from disturbance by cars manoeuvring within the appeal site".  The garage should therefore remain in the original location and change of use to residential purposes not be permitted.  If such change of use is permitted, there could be a later application for the erection of an additional garage, which will be close to Lottoria Cottage and cause a disturbance to the occupiers. 

 

·      BDB53315 Land to rear of Lottoria Cottage, Penwood continued

On the application form there has been an increase in vehicle parking from three on the original application to six, which indicates a higher occupancy than a three-bedroom house.  The property has now potential to become a five-bedroom house with two ground floor bedrooms. These changes will result in over development of the site to the detriment of the neighbours.  An earlier application for a four-bedroom house was dismissed on appeal (BDB 46322)

Lottoria Cottage is now known as Aonach Cottage.

The Clerk was also asked to point out inaccuracies on the application form to the planning officer

·          BDB53479/80 Top Farm, Highclere Street, Highclere

Conversions of listed barns from agricultural to commercial use

OBJECTION for the following reasons

The proposed size of this commercial development is excessive and out of scale in this small community.

The proposed development would adversely affect the character of the area, which includes several listed buildings such as Farthings

The proposed use would not be accommodated without excessive alterations to the buildings so as to detract from their original character as listed buildings

The new building intervention and the car park are out of character for the agricultural atmosphere of the barns.

Historically farm traffic to barns is via a farm track or cross-country but the commercial traffic to these buildings will all use Highclere Street.  Highclere Street is unsuitable for access as it is an extremely narrow single-track lane, and the extra traffic generated in the morning and evenings and possibly at lunch times will be invasive and hazardous to residents.

The junctions of Highclere Street with the A343 are dangerous.  The North Junction is on a bend and the South junction slopes steeply from the A343.  In winter this is a dangerous icy incline.

Conditions to be applied in the event of planning consent being given.

The floor space of the barns shall not be subdivided nor a mezzanine or first floor added at a later date in order to retain the sense of space, which defines the essential character and internal appearance of the barns.

The only permitted use shall be B1a office and there shall be no change of use, or transfer of part permitted.

No additional windows/glazing shall be added at a later date.  This Council is concerned that occupants of the "Black Barn" will consider that there is insufficient natural light for office use.

Comment

In the event that this application is reported to Committee, a representative of Highclere Parish Council would like the opportunity to address the meeting.
