Minutes of a meeting of the Parish Council held in Highclere Village Hall on 5 March 2001 for the purpose of considering planning applications.

34/01 PLANNING APPLICATIONS

The following planning applications were considered:

BDB49809 Use of Highclere Castle and Park for public, private and corporate events including catering, retail and office services

Councillors Tom Farmer and Ian Davidson had attended a fact finding meeting together with Burghclere Parish Councillors, Dawn Connor from BDBC, and Colonel Guy Sayle the new administrator for Highclere Castle. This application if approved would replace the temporary approval ( ref BDB47394) now in place. The existing conditions (below) would be replaced/amended by new conditions (following)

1 The use hereby permitted shall be discontinued and the land restored to its former condition on or before 29 May 2003. REASON: To enable the Local Planning Authority to re-assess the situation as tins application in the interests of the amenities of nearby occupiers.

2 Tlie use hereby permitted shall be restricted to the months from April to October inclusive in each calendar year, except with the prior written consent of tlie Local Planning Authority. Such consent shall be applied for at least three months before the date of the event. REASON: To protect the amenities of the occupiers of nearby properties.

3 Public events which involve (lie use of amplified sound (including ,but without prejudice to the generality of tlie list, classical concerts, ballet, opera, theatre, pop concerts or other music and excluding public address systems) shall be restricted to 10 performance days (days upon which entertainment for the public lakes place), in any calendar year, except with the prior written consent of the Local Planning Authority. REASON: To protect the amenities of occupiers of nearby properties.

4 A Traffic Management Plan for the events described in Condition(3) above, shall be submitted to the local Planning Authority and approved before any of these events takes place. The approved traffic management plan shall be put into operation for each event. REASON: In the interests of highway safely

5 The site shall not be used for camping or overnight accommodation by visitors to the public events. REASON: To protect the amenities of the occupiers of nearby properties

6 No amplified sound system whatsoever shall be operated on the site after 23.00 hours. REASON: To protect the amenities of the occupiers of nearby properties.

7 The Local Planning Authority shall be notified of all public and private events with estimated attendance of over 1500 people arranged for each calendar year, by the end of March in that calendar year.

REASON: To ensure that use of the site is monitored in the interests of the amenities of local residents.

List of conditions which could be recommended to be applied to an application for permanent use of The Park for events. These are based on the current temporary permission BDB 47394 and are as follows:

Conditions 1 & 2: omitted in favour of an application for permanent permission for the whole park.

Condition 3. Public. & Corporate Events which involve the use of amplified sound and are held in the open air in marquees (including but without prejudice: to the generality of the list, classical concerts, ballet opera, theatre pop concerts or other music and excluding public address systems) shall be restricted to 20 performance days (days upon which entertainment for the public takes place)., in any calendar year, except with the prior written consent of the Local Planning Authority. Reason: To protect the amenities of occupiers of nearby properties.

Condition 4. The approved traffic management plans shall be put into operation for each event described in Condition 3 above Any alterations to Traffic Management Plan shall be agreed in writing by the Local Planning Authority before the relevant event takes place, Reason: In the interests of Highway Safety.

Condition 5: Now unnecessary,

Condition 6. No amplified sound system which can be heard outside the site boundaries shall be operated on the site after 23.00 hours and before 08.00 hours. Reason: To protect the amenities of the occupiers of nearby properties.

Condition 7. The Local Planning Authority shall be notified of all public and private events with estimated attendance's of over 1000 people arranged for each calendar year by the end of January in that calendar year, Reason: To ensure that the use of the site is monitored in the interests of the amenities of local residents.

The traffic management plans were submitted with the planning application.

Councillors considered that as long as these conditions and traffic schemes were regulated by The Borough of Basingstoke and Deane they had :

NO OBJECTION

It was also agreed that each year the two Councils would meet with Colonel Guy Sayle, and he would keep local residents better informed of events at the Castle, than had previously been the case.

BDB49864 Hillside Farm, Andover Road, Change of use of poultry units to B1c and B8 light industrial use

The applicant provided a financial report for Councillors to be able to understand the need for this change. There was a great deal of discussion before Councillors reached their decision:

OBJECTION FOR THE FOLLOWING REASONS:

It was considered that this proposal would be detrimental to the surrounding properties and to the visual character of the area which falls within the North Wessex Downs AONB. Any access via Hollington lane would be unsuitable as increased traffic would have an adverse effect on the properties in the lane. This lane was very narrow with a poor road surface. Access directly on to the A343 would be too dangerous. Councillors also doubted that there was a demand for this facility, and felt that any workforce would be imported from outside the area.

BDB49877 Falkland Farm, Andover Road, Wash Water. Erect a steel framed barn on the site of a previously demolished barn

OBJECTION FOR THE FOLLOWING REASONS:

The proposed barn was much larger than the demolished barn and not commensurate with the description of its use. The steel frame could be converted to other uses and although the applicant had stated that his only income was from making and selling hay, an application had been made for a goods vehicle operator's licence at this location by a Limited Company. There had also been a previous application to build a field shelter which if not used for animals could be used to store hay.

36/01 CORRESPONDENCE REGARDING PLANNING MATTERS

An amendment to BDB48441 Sheridan House, Penwood Heights, side extension has been accepted by BDBC and details provided.

The agenda for the Development Control Committee meeting 7 March is received.

Planning application BD48972 Oakley Farm Caravan Park, temporary relief to allow winter opening will be considered.
