Minutes of a meeting of the Parish Council held in Highclere Village Hall on 6 February 2001 for the purpose of considering planning applications.

18/01 PLANNING APPLICATIONS
The following planning applications were considered:
BDB49078 Amendment to original application. Cremyll House, Andover Rd, Wash Water
Reduction in depth by 1 metre.
No Objection
The council had not objected to the original application
BDB49293 Amendment to original application, Halfacre, Tubbs Lane, Highclere
Reduction in ridge height by .5 Metre, deletion of dormer windows, reduction in roof pitch to 37.5deg, Plot 1 to have slate roof and plot 2 to have plain tiles.
Objection for the following reasons:
The proposed new buildings will dominate the surrounding properties and are not sympathetic in scale and character to the adjoining buildings, contrary to policies GS1 and H7. These houses are still 1 meter higher than the taller of the 2 adjoining properties, which are a cottage at 7.5 meters high and a bungalow at 6 meters high. It should be noted that the building which is to be removed strikes a balance between the bungalow and the cottage.
The council approves of the removal of the dormer windows at second floor level, but is aware that in an earlier similar application staircase and extra rooms in the roof space were provided and at a later date the purchaser gained consent for dormer windows. To avoid this happening the council would welcome dormer windows at first floor level as this would also reduce the height of the roof.
At the site meeting, assurances were given that the hedges would remain high, and this should be a condition imposed on this development.
Over-imposing properties built previously against the recommendations of this Parish Council are being quoted as precedence. If this policy to build a house more imposing than the previous house (more expensive to buy and more profitable for the builder) does not cease, then this historic village in an area of outstanding natural beauty will have no character left.

20/01 CORRESPONDENCE REGARDING PLANNING MATTERS
The Council was invited to comment or object to an application for a new vehicle operator's licence at Falklands Farm, Andover Road, Wash Water, and made the following decision:
