extraordinary Meeting held at Highclere

159/03 Street Lighting in Foxs Lane This item had been brought up at the previous Council Meeting in November but it was decided to discuss it at this meeting when all the Council Members would be there. A decision had to be taken whether to go ahead with the lighting and if so how much should be put into the precept for them. As had been mentioned at the earlier meeting, HCC would be against street lights but would support a proposal for pavement lighting. It was suggested that three lights should be put in between Woodlands and Heathlands. There were three electricity poles and they would be ideal for siting the lights. The middle light would be opposite the bus shelter. It was agreed that as HCC would hopefully be funding 50% of the cost and the estimated costing was £400 per light £600 would be put into the precept for this. 160/03 Salt Bins We had been
advised by B&DBC that if we had salt bins they would supply the salt/grit
for them. It was felt that it would
be a good idea to have salt bins, the Clerk had looked into the likely
costing of these and they were about £140 a bin. Following discussion a common consensus was that three bins
would be adequate. One at the bottom
of Foxs Lane, just before the Crossroads, one near the end of Tubbs Lane
coming down to Mount Road and one near the bus stop at Penwood. The Clerk would check with HCC to see if
we buy the bins from them and if they are in agreement with our placement of
them. It was decided that we would
probably need £500 to be put into the precept for the bins but this should be
held over for inclusion in the 2005/06 precept. 161/03 To
consider the budget and authorise the Precept for the year 2004/05 The Clerk produced
an up to date record of the spending for this year and approximate figures
for the rest of the financial year, together with a budget for 2004/05
uplifted by 3% over 2003/04. The
Council Members went through the budget lines and there were a few
adjustments that the Clerk was asked to make. The precept for 2004/05 would be £12,220.00. The overall increase would be higher than
3% to allow for exceptional items, ie pavement lights and the Village
Plan. 162/03 Accounts
for Payment The following accounts were passed for payment. W Bendle (litter warden) £122.30, C Corrall (litter warden) £117.20, D Mitchell (Parish Clerk salary) £478.00. |

There being no other business, the meeting closed at 9.15pm.
The next full Council meeting will be on Tuesday 13th January 2004 in Highclere Village Hall, Jubilee Room at 7.30pm.
